AENA, as established in a resolution issued by the General Secretariat of the Ministry of the Environment, has the obligation to comply with a series of environmental stipulations to minimize acoustic impact on populations living in areas affected by aircraft traffic noise. The objective is to retrofit residential housing near airports to bring them up to compliance with current maximum noise immision levels allowed.  AENA subsidizes the entire cost of the soundproofing works and other costs derived from the “Acoustic Insulation Plan” implementation, therefore the insulation works are delivered COMPLETELY FREE OF CHARGE to the homeowners that qualify for this program. An official body, the AIP Management Commission establishes which are said impacted areas or “noise footprint” areas and issue authorizations, subsequently controlling and approving the entire process, from start up to Plan implementation.
 

WHO CAN BENEFIT FROM THE AIP?

The homeowner must meet the following requirements before applying for AIP intervention:
 

  • The building must be located within the area established as “noise footprint” area or impacted area.

  • Intervention is limited to residential or official buildings, such as schools, hospitals, churches, elder homes, etc.

  • Buildings must have already obtained a retrofitting permit prior to the date the Environmental Impact Statement of the airport next to their home or building has been posted in the appropriate government publication.
     

APPLICATION PROCESS AND WORKS IMPLEMENTATION

Once the requirements to benefit from the Acoustic Insulation Plan have been met the following sequence of steps must be followed:
 

  • Submit an Application for Inclusion in the Acoustic Insulation Plan.

  • Writing an Acoustic Insulation Project Proposal to meet current legislated soundproofing residential.

  • Subsidy is awarded.

  • Processing works permits and licenses.

  • Implementing soundproofing works.
     

To be included in this scheme the homeowner must submit documents to start an application file that must go through the administrative and technical procedural process. This process is completed, at no charge for the homeowner, by Volconsa, that contributes its experience and trained personnel to include your home in the Acoustic Insulation Plan and carry it out from beginning to end.
